Implementation of Tea and Rubber Scheme under Chief Minister?s Plantation Crop Mission (MMP) in Arunachal Pradesh.

The State Govt. had allotted   3.00 Crores for Tea cultivation and   2.00 Crores for Rubber cultivation under TFC during 2012-13 financial year. It has been decided to implement the tea cultivation in all 14 (fourteen) districts namely, West Kameng, East Kameng, Papum Pare, Kurung Kumey, Lower Subansiri, Upper Subansiri, West Siang, Upper Siang, East Siang, Lower Dibang Valley, Lohit, Changlang, Tirap and Longding districts. Similarly, Rubber cultivation is also to implemented in the feasible 9 districts namely East Kameng, Papum Pare, West Siang, East Siang, Lower Dibang Valley, Lohit, Changlang, Tirap and Longding. The scheme is to be implemented under the direct supervision of the concerned Deputy Commissioners assisted by the Districts Agriculture Department.

Modalities and guidelines of the schemes have been framed and notified. Tentative allocation of district wise fund and targets have been intimated to the implementing districts. Wide publicity on the scheme inviting applications has also been done. As on 31/03/2013, some districts have finalized selection of beneficiaries and remaining districts are also in the process for finalization for selection of beneficiaries. Under the scheme, one time assistance in the form of subsidy for planting materials, fencing etc. @ ? 1.00 lakh for Tea cultivation and ? 80,000/- for Rubber cultivation per hectare per beneficiary is to be provided.

The training of implementing officers for rubber cultivation has been conducted w.e.f 3rd- 8th March, 2013 at Guwahati by Rubber Board of India and the training for tea will be conducted shortly either at TRA, Tocklai or Assam Agriculture University, Jorhat.

All administrative sanction and necessary concurrence on the scheme have already been obtained and final concurrence will be given after the decision of High Level Monitoring Committee headed by the Chief Secretary which is going to be held shortly.

While initiating for implementing Mission Mode Project (MMP) of Chief Minister’s Plantation Crop Mission on tea and rubber, following technical and logistic problems were encountered by the Department of Trade & Commerce as well as the District level officers, which may perhaps lead to poor achievement of desired success level.

Myths

* All tea/rubber sapling seeds available in the market are of equal quality.

* Tea bushes/rubber plant once planted will yield tea leaves/ rubber latex.

* Any person accustomed to cultivation and plantation can cultivate tea/rubber.

* There are approved and certified rubber/tea nurseries [Tea Research Association (TRA)/Tea Board of India (TBI) or Rubber Board of India (RBI)] in case of rubber/tea planting materials.

Realities

* There is no any approved/ certified tea nurseries of TRA/TBI, but there are approved/certified seed Baris (seed garden) of TRA/TBI.

* Assured quality of tea/rubber planting materials can be obtained only with the involvement of TRA/TBI/RBI official who are expert on this matter and are involved from the very initial stage to the raising of plant in the nurseries.

* Scientifically raised planting materials will yield better quality and more quantity.

In short, until and unless we provide quality and assured planting materials to our farmers by involving TRA/TBI and Rubber Board of India, there is every possibility of duping farmers by unscrupulous traders. As a tea sapling is planted, its life span is calculated upto 80-100 years and incase of rubber, it will last up to 27 years, and in the process the duped farmers will incur heavy losses both economically and also fertility of their soil.

To get assured and right planting materials under supervision or in close association with TRA/TBI, India, one has to wait for at least 13-15 months (± 2-3 months) for tea planting material propagated from certified seed Baris (Seed garden) and atleast 12-13 months (± 2-3 months) months for cutting/clonal tea planting materials. To get best yield mixed planting materials of seed propagated plant and clonal propagated plant is the recommended procedure of TRA/TBI. To ascertain waiting time period and associated actions for getting quality tea planting materials, please refer to PERT CHARTS at Annexure I & II.

To get assured and right rubber planting materials one has to wait for atleast 16-18 months (± 2-3 months). Please refer PERT CHART at Annexure III for ready reference.

Remedial/ Suggestion

* To implement the Tea and Rubber scheme successfully and also to transform the MMP “Chief Minister’s Plantation Crop Mission” into reality it is suggested as follows:-

Instead of implementing by AOP system, the fund for Chief Minister’s Plantation Crop Mission may be deposited to a ‘Corpus fund’ to be floated by the Department so that necessary planning including advance payment to Rubber Board of India and TRA for raising of required quantities of genuine nurseries in suitable locations can be made keeping in view of the fund position allocated to the Department.

* Unlike the present system of providing one time assistance to the beneficiaries, assistance may be provided in installments upto production level i.e, for tea upto 3 (three) years and rubber upto 6 (six) years. After reaching production stage, farmers can able to maintain his plantation.

* The best method adopted by Rubber Board and Tea Board for giving assistance to the growers on ‘Back ended’ or “reimbursement system” may be adopted by the State Govt. The first installment being the cost of fencing and planting materials may be higher and the rest be divided into equal installments that to be released by the District Selection Committee headed by the concerned DC. The subsequent installment to be released to the selected beneficiaries subject to the satisfactory performance i.e, after physical inspection by the field officials with photographs. If some beneficiary abandon, the Plantation in the midway, then his subsequent installment due may be forfeited and the amount could be further utilized for fresh and genuine beneficiary so that bogus beneficiaries could be eliminated and the benefits of the scheme could go directly to the genuine growers. The longitudes and latitudes of the plantation area may be recorded with the help of GPS apparatus so that the same could be monitored centrally by any appointed monitoring agency.

* To evolve a proper policy on Tea and Rubber for speedy implementation of some of the successful scheme adopted by Tea Board and Rubber Board like block plantation and community plantation in our State in phase manner, it is suggested that the State Govt. should engage officials from Rubber Board and TBI/TRA with atleast 15-20 years of working experience in the TBI/TRA and Rubber Board on deputation for 2-3 years as consultants.
